			<content:encoded><![CDATA[<p>The Mandan Police Department reminds residents and visitors that parking enforcement efforts are being increased in the residential and downtown business district. With the recent accumulations of snow, street cleaning efforts become more difficult as street widths become narrowed.</p>
<p>City ordinance permits the parking of motor vehicles on residential streets for no longer than a 48-hour period and in the downtown business district, for no longer than a 24-hour period.</p>
<p>A further restriction is that parking is not allowed on Mondays, Wednesdays and Fridays between 1 a.m. and 7 a.m. for Main Street and First Street NW/NE, or on Tuesdays and Thursdays between 1 a.m. and 7 a.m. on the avenues between Main Street and Second Street.</p>
<p>Vehicles found in violation of these restrictions are subject to being ticketed and towed at owner&#8217;s expense.</p>

			<content:encoded><![CDATA[<p>BISMARCK, N.D. –   Bismarck City Forester, Jackson Bird, accepted the 2010 Community of the Year Trees Award at a ceremony held November 13, 2010.  The award winners were presented with a special Trees Awards plaque and limited edition centennial trees print, and recognized during the NDSU half-time activities at the Trees Bowl Football Game in the Fargo dome. <span id="more-2104"></span><br />

The Trees Award is sponsored by the North Dakota Forest Service and recognizes individuals,  organizations and agencies who contribute in an outstanding way to forestry activities including: fire mitigation, tree planting or environmental education.  Bismarck was recognized in particular for its “Partners in Planting” program where community minded sponsors have partnered together with the City of Bismarck to provide funds for a matching grant to help homeowners plant street trees.  These efforts improve forest resources, enhance quality of life, and impact Bismarck’s health, safety and economy.  “It is the willingness and support of Bismarck’s corporate sponsors and citizens and their partnership efforts with the City Forestry Department to plant and care for trees that contributed to Bismarck receiving the Community of the Year Award from the North Dakota Forest Service”, said Jackson Bird, Bismarck City Forester.</p>

			<content:encoded><![CDATA[<p>BISMARCK, N.D. – North Dakota smokers are encouraged to join thousands of people across the country on November 18 and to quit smoking during the 35th Great American Smokeout. The Smokeout is held nationwide on the third Thursday of November each year to encourage smokers to quit for at least one day, in the hopes that they will be inspired to quit forever. <span id="more-2079"></span></p>
<p>“In North Dakota, more than 52 percent of adult smokers have tried to quit within the past year,” said Susan Kahler, Community Outreach Coordinator for Tobacco Prevention Department of Bismarck Burleigh Public Health. “Most people try to quit several times before they’re successful. Getting help with your quit attempt definitely increases the chance of success. People who want to quit can get help by calling the North Dakota Tobacco Quitline at 1.800.QUIT.NOW (1.800.784.8669).”</p>
<p>The Quitline offers:<br />
• Free, individualized telephone counseling with a trained counselor. (Calls are conducted at<br />
  times convenient for the Quitline customer.)<br />
• Help with establishing a quit plan and encouragement through follow-up phone calls.<br />
• Advice about how to deal with withdrawal symptoms.<br />
• Free nicotine patches, gum or lozenges for qualified enrollees.</p>
<p> “The Smokeout is the perfect time to make a plan for quitting,” said Susan Kahler. “And the North Dakota Tobacco Quitline is the perfect tool to help you get organized. The Quitline will help you establish your plan, overcome the obstacles along the way and guide you on the journey to a healthier future.” </p>
<p>Bismarck area school students will be having Great American Smoke Out activities: Century High School, St. Mary’s High School, South Central High School, Simle Middle School, and Wachter Middle School. Activities will be focused on promoting the ND Quitline, ND Quitnet and educating their peers about how many people die each year in North Dakota from tobacco-related illness.  </p>

		<description><![CDATA[Nov. 4, 2010 &#8212; Mayor Tim Helbling talked about Mandan&#8217;s strengths at the annual Chamber of Commerce State of the Cities Breakfast today.
