Citizens Urged to Use Caution At Intersections with Non-Working Traffic Signals
Posted by: | CommentsBismarck, N.D. —When approaching an intersection with non-operating traffic lights, first look for an official who may be directing traffic. If an official is present, follow their commands. If an officer is not present, drivers should use extreme caution and not assume they have the right of way. North Dakota State law specifies that in these situations, drivers shall regard an intersection with non-operating traffic lights the same as an intersection with four way stop signs.
If all traffic signal lights are flashing red at the intersection this means the same thing as a stop sign—STOP. Proceed when the intersection is clear of pedestrians and vehicles. Flashing yellow at an intersection means proceed with caution.
We ask motorists to use common sense and approach an intersection with non-operating traffic lights with extreme caution until temporary signs are placed or the signal light is repaired,” said Paul Fraase, City Attorney. Keith Hunke, Assistant City Administrator, asks citizens to “please drive defensively”. “Don’t assume that cross traffic is going to stop. Public safety is our primary concern,” said Hunke.

Mayors’ Economic Development Advisory Group Seeks Public Input
Posted by: | CommentsThe Mayors’ Economic Development Advisory Group will hold a Public Input Meeting, Saturday, July 11, 2009, 9 a.m., in the Tom Baker Room, City County Building, 221 N 5th Street, Bismarck. Public input may be submitted during the meeting by calling 355-1312.
The public is invited to attend to provide input and to learn more about recommendations the committee developed that could enable more efficient and effective local economic development.
The group established by Bismarck Mayor John Warford and Mandan Mayor Tim Helbling and supported by the City Commissions of Bismarck and Mandan released an Interim Report of the group’s activities and progress over the period between October 2008 and January 2009.

Public Info Meeting – Future of Mandan Community Center – July 15th
Posted by: | CommentsThere will be a public information meeting regarding potential future use of the Community Center by the Mandan Public School District on July 15, 2009 at 5:30 p.m. at City Hall. Related topics include the Mandan Park District’s exploration of a possible recreation center. A quorum of the Board of Mandan Park District, Mandan City Commission and the Mandan School Board may be present for the meeting.

Expressway Bridge Work to Begin Monday
Posted by: | CommentsConstruction work will begin on the Bismarck Expressway Bridge over the Missouri River on Monday, July 6. The work consists of installing new expansion joints and a bridge deck repair to provide a new driving surface. Traffic across the Expressway River Bridge will be reduced to one lane of traffic in each direction during the repair work.
During construction:
- A width restriction of 11 feet will be in place.
- A signed detour for wide loads will be provided. The wide load detour will utilize the Memorial Bridge to cross the river, and then the wide loads will utilize Memorial Highway to Washington Street, then south on Washington Street to get back to the Bismarck Expressway.
- Speed will be reduced to 45 mph, and at times, it will be reduced to 25 mph.
The work is scheduled to be completed by this fall.
Rear-end crashes are the most common in work zones. Motorists are encouraged to allow extra distance between their vehicles and the vehicles in front of them, use extra caution, and obey flaggers and posted signage.

11th Street Closure North of Divide Ave
Posted by: | CommentsStarting at 8:00 am on Monday July 6th, 2009, 11th Street will be closed to Thru traffic north of Divide Avenue.
The closure is for a water main replacement project starting at Divide Avenue and going North 800 feet.
No detours will be in place. Traffic should seek alternate routes.
Traffic need to access businesses on 11th Street North of the work area should use Capital Avenue.
